Local Health System
The Zuellig Family Foundation (ZFF) helps improve the capacities of governors, mayors, local health officers, and regional health directors in creating an integrated local health system (LHS), focusing on strengthening primary health care toward Universal Health Care (UHC). The Foundation intends to improve local health outcomes–addressing non-communicable diseases (hypertension and diabetes) and emerging and reemerging infectious diseases (COVID-19)–despite public health emergencies, disasters, and pandemics.
Now on its fourth cycle, the Provincial Leadership and Governance Program (PLGP) helps the provinces of Agusan del Sur and Aklan in the implementation of UHC and assist them in their pandemic response and vaccination. The Foundation recently signed an agreement with the Department of Health to scale up PLGP in Northern Luzon.
The Minimum Initial Service Package for Sexual and Reproductive Health (MISP for SRH), in partnership with the United Nations Population Fund (UNFPA), develops leadership modules to ensure that partner provinces—Laguna, Catanduanes, and Maguindanao—are ready to implement MISP for SRH during emergencies.
The Bangsamoro Autonomous Region in Muslim Mindanao Health (BARMMHealth), in partnership with the University Research Company (URC), is helping the provinces of Maguindanao and Basilan ensure health system improvements at the regional and provincial levels are aligned with the UHC, particularly on supply chain management, financing, and human health resources for family planning.
